Video problems

I have a brand new Nvidia Geforce 6200
i had reformatted, and completely updated windows
i un/reinstalled the video drivers
i updated the video drivers
i tried different screen resolutions
i tried different refresh rates
i reseated the video card
i updated the bios
i bought a new vga cable
i tested on different monitors
I EVEN TRIED OTHER VIDEO CARDS !!!!!

Yet my video keeps cutting out over and over a few times then finally it stays out untill i restart the computer

Funny thing is its fine when im in the bios

and

when your at the post screen and the windows xp loading screen, it looks like water

******* OH and i forgot to mention it definitely happens every time when im using my computer, like clicking on things, moving files, right clicking on things, scrolling, etc. when its sitting idle, it still does it but not as much.

Does it do the exact same thing when you boot into safe mode?

Bios uses 2d mode, windows uses 3d mode.
Therefore, there are 2 possibilities :

- The 3d part of your card is defect.
- You have issues when running in 3d mode. (heat, power issues)

Does that card have an external power connector?

what make & model motherboard do u have. does it have onboard video?

the card cant be a defect cause i have tried various cards and they ALL do it

and the card does not have an external power connector

the MOBO does not have onboard video and the make and model is MSI
MS-6570E
