Cemetery Flowers

Does anyone know what the rules are at the cemetery regarding planting flowers?

I believe they are fine if they are small and planted as close to the headstone as possible. My husband's grandmother used to plant some and the odd time they were hit with the lawnmower even being up against the headstone, they do try to avoid them as much as they can. She ended up removing them and getting a saddle wreath for the top of the headstone and filled it with fake flower. She has a very small vase that sits on the front edge of the headstone that she'll put some real flowers in. They had it attached to the edge of the headstone so it wouldn't blow away.
