anyone know a good and EASY program to edit photos, i need to cut and paste to certain angles that paint cant do, like take someones arm and point it to another direction. or stretch a photo, make someone look like they have a fat head.

Paint Shop Pro?

I use Photoshop CS2 but I wouldn't call that an easy program...lol.

I think photoshop is easy once it's learned, if you are a computer person it can come naturally-I'd highly reccomend it-it's fun once you get a grasp on the tools and such. Paint Shop pro is SUPER easy and fun, but not as free to do whatever you want I find.

Photoshop is easy once you get the hang of it....and there are lots of online tutorials that can help you step by step to get exactly what you want done.

I think Gimp is what you need, and it's free.
Originally a Linux program, but it has been compiled to run on windows also.

Both photoshop and Gimp do have a fairly steep initial learning curve (GIMP more so, imho). IRFAN View is a good program, although it's primarily for photo viewing and very casual editing....

Myself, I use XNView for photo viewing (as it has decent editing capabilities also), but for quick photo editing, I've gotten very good use out of PAINT.NET. Warning, PAINT.NET can be a bit unstable, but I found it very rare that it crashed on me, and the editing capabilities are well worth it, and it's learning curve isn't nearly as steep as Photoshop/GIMP.

Good luck....
