Intel really has to watch what they are doing, or they will end up being left behind and swept aside.
The current market lies with ultra portable devices and very low power CPU's, mostly phones and tablets.
Intel has little to offer in that market, which is dominated by ARM.

In 2011, ARM's customers reported 7.9 billion ARM processors shipped, representing 95% of smartphones, 90% of hard disk drives, 40% of digital televisions and set-top boxes, 15% of micro controllers and 20% of mobile computers.
Also, AMD has announced it will start producing server chips based on ARM a 64 bit ARM core, and Windows 8 is available in X86 and ARM version.
If Intel does not come up with a plan for portable devices, they will be swept aside in favor of ARM devices.
Once that happens, anything is possible for the desktop market.

The articles arent explaining exactly what intel is doing. It appears that the BGA chips for the most part will fall on the tock stage of intels dev roadmap, and will probably be the norm afterwards.
