I just read this http://www.sootoday.com/content/news/details.asp?c=96979 but it seems to only address buying cigarettes not smoking them. I dive by high schools and see kids well under 19 smoking in groups right out in public many times , I'm sure the police do to .
Are they breaking the law or is "purchasing age" and "smoking age" two different thing?

According to https://en.wikipedia.org/wiki/Smoking_age

there is no minimum age for smoking in Ontario but must be 19 to purchase.

There is a fine for providing smoke products to a person under 19, but if they are under 19 and steal smokes from someone or say from a vending machine, they can legally smoke them.
