Mr. Capay is being held in pretrial custody for allegedly killing a fellow inmate at the Thunder Bay Correctional Centre in 2012, when he was 19 years old.

He has been assessed as fit to stand trial as of March of 2016, and the trial date was set for Sept 12 of 2016..
The trial for Adam Mark Capay was scheduled to begin in November 2015, but an application from defence counsel to have the accused undergo a fitness examination by psychiatrists delayed the trial. The assessment, conducted by the Thunder Bay Regional Health Sciences Centre’s forensic unit, has deemed Capay fit to stand trial.
However, this article from the Star indicates that as of Oct 7, Depay did not have a lawyer, meaning his previous council had left (which probably accounts for the on-going delay in the trial scheduled for Sept 2016 - I don't think you can expect someone to go to trial for murder immediately when they lose their defence counsel shortly prior to trial, and need another lawyer).
....but his name is Adam Capay, according to Toronto criminal defence lawyer Tony Bryant. Bryant told the Star he has been asked by Capay to represent him on a first-degree murder charge, and that Capay is currently lawyerless. Bryant said he’s seeking more information about the jail situation.
The article also sheds some very limited insight as to why he's in segregation:
He also talked about self-harming incidents and showed related scars. He’d been restrained at least once and said he was visited by a psychiatrist about twice a month, but that the sessions were minutes long and that he felt the purpose of the visits were to “assess his suitability for continued segregation, and weren’t therapeutic in nature,” said Mandhane.

Mandhane said the ministry later indicated there are issues with him being in the general population. “I don’t dispute that,” she said.
Extremely shoddy work from the Globe and Mail, even for an Editorial piece.

It is if he is a danger to fellow inmates yes. Think about the outrage if they put him back into general population and he kills another inmate.
That and his own defense is holding up the proceedings on purpose in order to try and win the case against him.

He could have been relegated to his cell in general population where he could at least speak with and interact with others. They seemed to find suitable accommodations after the uproar. Native or not, common decency and common sense should prevail. Two weeks maximum should be the adherence not, ever again, four years.

You have no background on the murder, none. Yet you speak on the subject as an expert. It may have been self-defense, provoked or any number of other reasons. It can't have been so bad as they moved him after public outcry.

That is true, but he was in jail to begin with. You don't just go to jail for nothing. So it makes sense he is likely guilty.

Getting into jail is easy, one need not be a mass murderer to gain entrance. We speak not to his guilt, rather his living conditions for the last four years.

Again you have missed the point. No one, at any time should be in solitary for any more than two weeks. Period. This chap spent four years. It was inhuman, inhumane and just generally wrong.

He is being charged for murdering his former cell mate. The Thunder Bay District jail has had issues of overcrowding and under staffing for years that have been raised by the staff working their. In fact they have been saying the conditions there are inhumane for years, no one in power has been listening. And the only reason he was moved from segregation is because they are remodeling the segregation units not because of the public outcry.
