Dude sprays neighbour with water. Gets arrested

It is alleged that the accused was involved in a neighbour dispute during which time he assaulted his neighbour by spraying him with water and then threatened to kill him.

The accused is a bit "off" if you get what I'm saying. He seems to have an issue understanding what is appropriate and what is not.
Yes, I have met him and no, did not feel at all comfortable near him. My little red flags continually went up.

They are grown men.. either way learn to ignore each other.. or one bites the bullet and moves..

we lived in that area as kids and we did not like our neighbours either as there dog used to come crap infront of our dinning room window.. till one day ME and yes I was like 6 got pissed stormed over there and told them we were eating supper and there dog just come and crapped in front of it to clean it up... they were nasty neighbours and we ended up we moved

understand that it was not there fault so to speek.. but they had a lab we had a chi, and if ours was loose they would call the spca instantly and back then they did come and fine you if they found the dog off the leash

P.s Might I add our dining room was in our basment.
