Well, it's basically a coil and a device that opens/closes the voltage source feeding this balast to create a high voltage spike.
To make one will be much more expensive then just buying one. On top of that you are not supposed to make your own...

yes i am aware that you spelt ballast wrong. if you intended a word with only one L then perhaps you can enlighten us as there is no word "balast" in the English language. (according to dictionary and websters online)

again, who would ever need to build one, just buy it from a store.

If you are going to insist in making your own balast, be aware of things like insulation breakdown and drawing sparks across air gaps. You can give yourself a nice blast from the past if you are not careful...

Alternatively, you could wire up a step down transformer backwards and create a nice high voltage jolt. It would have a similar effect to a ballast, if all works well...

AMD, before you get "started" if you're looking for some "canvas" practice ahead of time, check this out.

see the reason i can't just go buy them bulbs is they need a balast. Normal 3 prong plug into the wall and it kiks up the watts to run these kinds of bulbs. I need a balast, someone must know how to make one. Place downtown wants 200 bux for a 400 watt bulb.
    That's what she said !
