seems like it, we are supposed to share the driveway. I just came home one day and it was nailed up beside my entrance which is in the front, they use the back.

Seems to me, only the owner of the property should be concerned about parking by-laws. If the guy's not the owner, I'd ignore the sign.
The landlord decides who can park where.

I would talk to him. If he makes an issue of it, let it go, walk away, and contact your landlord. It could be that he put up the signs for your benefit as well, so that nobody else would park there (like his friends/family/whatever)? You never know.
i agree with muse, are you able to talk to him and see what is going on?
He's a hardnose. if it don't go his way he raises a stink. ...I'll phone the by-laws for the city and see if he has any rights to do it. It may cost some money to put a by-law sign up, i'm not sure, but thx for the input.

If he's not the owner tell him to take a flying whatever at a donut! As you say "we are supposed to share the driveway", ask him about it and if he gets his nose out of joint just phone the owner.

land lord is gonna deal with it, she was alittle P'O'ed at what was going. she's gonna re-read the contract. the thing is she is the NEW owner of this place and I don't want to raise to much kaka with her. she'll settle it, but who could i phone about him just buying these signs and saying by-law 4001 on it with no ones authority.
