    Garforth's had written statement of claim issued to all of council and the city's CAO with the exception of Mayor Rowswell, stated that the city did fulfill its obligation under a contract signed by Legacy Quest Developments (Garforth) and the city for a 50 million dollar tourist attraction to be known as "Borealis" It was to open on the 15 acre waterfront property in the Spring of 2008.

    I have a hard time understanding that sentence. I was under the impression it was a hand written statement that he issued?
