Seeing as Governor Snyder (I don't know who this Governor Schnieder is, perhaps you voted for the wrong man) has only set up 62.5 million in tax credits and in the previous year 2.7 Billion in credits were allotted, I would think that Michigan is reaping the benefits from the previous governor and not the new one.
