So, it appears, (pardon my interpretation) that everyday use determines the usage of the english language.

That suggests that while, yes, there is no governing body, so to speak - society has allowed some (i.e. Webster) establish a standard. We do not all go through life changing spelling and grammar as we please. There is order.

Is there a standard? Sure. But it's not universally accepted. Simple.
