If they didn't stay in trailers, it is because the production budget was so low, and the actors so "B", that it didn't matter. Read Cat's posts on why they use trailers.
You mean the stand-ins and SOME of the crew. I was on the set of "Collaborator" where the Kraft Trailer was swamped by "their "a-list" cast and main production crew. I shared a bowl of soup (figuratively) with the actors and crew, .... this is how it's done. They aren't dropping buckets of cash in the Soo, ... they are here long enough to shoot, then gone.
Actors go where the money is. It is not the actor that makes a movie, but the producer. Actors are a dime-a-dozen, ... even the A-list ones, ..... if they miss their 15 minutes of fame, they are done, .... they have very little control of their product. There are only three film festivals worth anything, ... Cannes, Sundance, and TIFF, .... anything else shows the fluff stuff.
Are you considering the Soo a major city of the movie industry? It is an industry norm to expect to pay fees for permits and such to shoot a movie. The industry knows the Soo hasn't caught on to this concept, and is abusing it to the nth degree, .... their are few friends or loyalty in the film business, ... just look at the marriages.
If you are basing your opinions on what you watch, TV is not the same as film. The Soo connection is aware of the freebees here, they are the ones raping the Soo, ... once again, no loyalty to your home town, .... lets just take, take, take, ... and get outta' Dodge.
Extra with speaking parts get paid union standards, ... the rest nothing unless they meet a minimum of screen time, .... thus, ending on the cutting room floor. I am sure many would laugh, ... most fools do.
