Whats happening to our Maple Trees?

I notice that in my neighbourhood, several of the maple trees have only a few new leaves near the top. The rest of the tree is bare....looks like fall. Last year I noticed a kind of black pitted blight on many of the leaves...perhaps this is the problem.
Anyone else notice this?

Lots of maples in my neighbourhood. Other than being late they all look fine.

They are late, but the leaves are there in my neighbourhood. We had a lot of the black spots around here too.
