small rust spots

anyone know someone who could fix a couple of small rust spots on the front fenders of a car for cheap.. i had a body shop quote me over $1000...they wanted to cut the rusted spot right out and weld new metal in...i don't think it needs anything that drastic. i just want to stop it from getting worse. there are also a couple of small spots where the paint has chipped off and would like to touch up before they rust. i don't have a garage or tools or skill with this sort of thing. its a used car that bought from a friend for cheap so i don't want to put a whole lot of money into the paint.

is it just surface rust?, what areas are infected. is it dented.

i think so...i can push on the spot and it doesn't seem to give any... it is on the front fender area, on both sides but worse on drivers side... not dented, just a patch of rust about the size of a toonie, maybe a little bigger...paint is bubbled slightly. i just don't want it to get any worse. if i had the tools and a garage i would probably attempt it myself or have a friend do it.
